Andrew Rowland (CF 2014) and colleagues have provided written evidence to the UK Parliament Public Bill Committee which is considering the Children’s Wellbeing and Schools Bill.
This evidence is in support of abolition of the common law defence of reasonable punishment of children in England, which Andrew first recommended in his 2014 Churchill Fellowship report, Living on a Railway Line.
Their latest paper, available here, proposes measures for restorative approaches, including judicial discretion for non-conviction outcomes in cases of parental assault.
